My home dialup server does not give DHCP

I have set up a system for dialup network from home to work. The MGetty
portion answers the line and I am able to login and exec pppd from a
script. This connection is only successful if I have a static ip on the
client machine <win95>. if I don't have the static Ip on the client it
will hang up not able to negotiate the protocal.

My question is how does one get dialup accounts, ip addresses.

Any info is helpful
