The F1 => c-h mapping seems to be a "feature" of recent versions of Emacs.
I think it's mentioned in the NEWS file, along with a method for overriding
it.

1. keyboard map problem

I am running RedHat 5.2 on my desktop. I need to run a program on a
remote server that expects users to have PF1, PF2, PF3, and PF4 keys
going across the top of the number pad on the keyboard.  The PF4 command
is some kind of escape command, I can log in to the server, start the
program, but when I need to use the PF4 key I get stuck and have to
login again and kill the process. Help!
