On my Debian 2.2 system the system does an operation every 15 minutes.
On xconsole it looks like that:

Nov 28 22:08:01 tarnica /USR/SBIN/CRON[492]: (mail) CMD (  if [ -x /usr/sbin/exim ]; then /usr/sbin/exim -q >/dev/null 2>&1; fi)

What is this, and how can I stop the system from doing that, or change the
interval time?

It's doing a run of your mail queue to check for undelivered messages.

Why would you want to?
