Where do I find the newest libraries?

I'm wondering where I may find the most actual release of libraries like
libc, libm.
Our LinuX release (Kernel 2.0) came with  which, as I heard, should be
replaced by libc.so.5.2.28.
How Do I figure out if my kernel sources are pre-2.0 or final 2.0 (the
Makefile in /usr/scr/linux says 2.0.0)?

All major FTP sites.  See FAQ for list.

pre-2.0 is also known as 1.99.  If you have 2.0.0 I recommend to
updgrade to 2.0.10 or later.

The best two archives for tools are:

ftp://coast.cs.purdue.edu/pub/tools/unix

AND

ftp://ftp.cert.org/pub/*

Coast mirrors CERT and many other places.
