Using telnet from standalone PC using dialup? How?

To use telnet and dial up a local telenet number what do I need?  I am
using Red Hat 5.0 and have PPP connectivity to my ISP using netcfg.  Can
I set up a connection in netcfg for dialing up telenet for use with
telnet?  I read the man page for telnet but I don't know how I can set
up the connection.  Can someone help?
