You can define a Sawfish shortcut (binding) for "Toggle window sticky" to a
key of your choice.
Go to
Gnome Control Center > Sawfish window manager > Shortcuts > Add
(On Debian you need package sawfish-gnome to be able to do this.)
Or you can run the Sawfish configurator sawfish-ui directly.
