Problem Setting Up disk Quota

I am having a problem setting up disk quota on my linux system. I must
be making a simple mistake somewhere, but it is not obvious to me. If
anyone has any sugestions I would appreciate hearing from them. My
configuration and the symptoms are shown below. TIA

Linux Version 2.0.20 (RedHat)
Quota 1.51.3 installed
fstab modified for my root file system
kernel support for quota compiled in
file /quota.user created with one test user
quotacheck -avug seems to run ok but does NOT update /quota.user for
the test uesr
repquota -avug shows some users but not all users including my test
user
quotaon -avug says
quotaon: using /quota.user on /dev/hda2: Package not installed

Did you give a quota to the test user?

the command for editing quotas is "edquota"

What's the format of the file that you're supposed to edit with
edquota??

1. file format of 'quotas' (Solaris disk quota system)?

I need help.

     What is the format of 'quotas' used to turn on the quota system. I read
the man page on 'quotaon', it says one needs to have a file named 'quotas' on
the root directory, refer 'edquota' for more detail. When I read 'edquota', it
refers back to 'quotaon' for detail. ---> <----!!

     Any one please provide the format of the file 'quotas'? Please email
if possible.
