The information I received was greatly appreciated, thanks.  It is a
good place for us to start.  I would like to share it with the rest of
you.  Omissions/errors are not intentional.

1. Windows editor for DOS PAL scripts

If any of you is looking for a modern Windows editor for DOS PAL scripts,
I've found one I like in EditPad Pro, http://www.editpadpro.com. A lite
version is free, but the pro version ($30) has syntax highlighting for many
file formats, with additional formats posted by users on the website. I
added a simple color scheme for PAL scripts to highlight strings and
comments; feel free to improve on it. Back in the day, there were fine DOS
editors dedicated to PAL, but I haven't seen any lately, and EditPad has
some great features. Does anyone have another favorite editor for PAL
scripts?
