1. Is a Sybase discount really a discount?

A few weeks ago I wrote a requisition to Sybase for a NET-LIB driver
for MS Windows WINSOCK.  I was very careful to obtain an 'Exhibit A'
from Sybase which is somekind of quote & amendment to a site's license
agreement.  I know from experience that I *MUST* include one of these
or Sybase won't fullfill the order.

My sales rep has subsequently informed me that the legal (read sales-reduction)
department can't find some sort of document on file which qualifies my
university to receive an educational discount.

The amazing thing is that the document requires me to agree to never
ever stop paying (for as long as I use the driver) the annual support
fee and send at least one person from my organization to an authorized Sybase
training center (presumably to learn how to correctly install and
administer the driver).  Total cost of compliance with this document:

Est: $300 airfare + $150 cheap hotel + unwanted/unneeded annual support
is MUCH greater than the 20% discount savings.  The driver costs
     under $200!

Am I the only customer that Sybase seems to hassle with forms, policies,
stupid fees and other buying hurdles?  I mean, sheesh, it's just a driver
for a crummy PC!  Sybase should give these away for free anyway to encourage
developers and ultimately spawn more SQL Server sales!!
