FOr the longest time, SQL Server didn't support row-level locking. If
that's still true, right there I think it disqualifies itself from seroius
use outside the departmental level.

MS SQL does support Row-Level locking, but not as Pick-ies know it......
It is actually called Insert row-level locking, as it just locks at the row
level for inserts, and only briefly. There is no way to check for a lock
status and return error message as in Pick.

P.S. Supposedly Sybase SQL Anywhere supports the row level locking.
