Looking for web-based database configuration tool

Hi all,
I'm looking for a web based database config tool.  Something
that could be used to develop forms that include Java applets
which will then be linked to an RDBMS and flat files.  The main
ourpose of the web pages developed will be to review and edit the
database contents. The pages must be able to view data from any
vendors database. The forms produced will be sold as part of a
finished product and must be easy to install with a minimum of
third party software

I've looked at both Net Dynamics and Col Fusion.  Both are
impressive products but are a bit too complex for my needs.  Is
anyone aware of a product that meets these requirements?

1. Looking for web-based database graphing / charting tool

Can anyone recommend a good tool to produce simple line graphs and pie
charts from a DB2 database, for display in an HTML-based web
application ?
We're looking for a much simpler alternative to Actuate, which is
proving to be far too heavy for the job in hand.
The server is IBM Websphere, host database is DB2 on an AS400.
Any pointers gratefully received...
