I cannot help, but only make it more obscure. If I do locate
libadsm.a, I get nothing; i.e., I do not have it on my machine either.
I do not even get a link like that. locate adsm gets me:
valinux:jdbeyer[~]$ locate adsm
The only promising one sas adsm.htm, so I looked at that with
Netscape, but that seems to be about this (only enough retained to
give you an idea):

When calling the BACKUP and RESTORE commands, you can specify that you
want to use the ADSTAR Distributed Storage Manager (ADSM) product to
manage the database or table space backup. You can use ADSM Client

Perhaps DB2 installer does not create <instance_home>/sqllib/adsm, but
whatever you used to install TSM? Is TSM a new name for ADSTAR? Though
I have never tried to use it, why, if DB2 installer puts in that link,
do I not at least have the link?
