Yes.

If you use the Runtime Binder, you can remove the menus and run in Kiosk
mode. I've also been told that once bound, such files can then be
opened with FM 4.02 or 4.1, and run as NON runtime files, still in Kiosk
mode. there is also a plugin called RemoveMenu which does the same
thing for FM 4.0.
Be aware Runtime files are NOT networkable. I am not sure if files
bound for the specific purpose of removing menus and subsequently run as
regular files are networkable, I think so, but testing would have to be
done to see if that functionality is retained on the network. :) If you
just wish to DISABLE menu items, and not remove them completely, you can
do that with password access selections.

The FM DE contains both Mac & PC versions of FM. You develop in that
just as usual. The DE part comes in with the Runtime Binder, and all the
other tools packaged with it, including Java classes, code for writing
plugins. etc. If you create Runtime applications using the binder, your
clients do not have to purchase any other FM products. But the
applications must be standalone, as they are not networkable. If you
wish to distribute networkable solutions, each of your users must buy a
copy of FM for each seat. Larger networks (say more than 8 or so) will
function much better with a copy of FM Server and a dedicated server.
