i'm unclear as to what the environment variables DB_LOCALE and
CLIENT_LOCALE are supposed to point to.

Check the GLS manual available at http://www.informix.com/answers
It's relatively well described.
What we set these to is no_no.8859-1 for Norway and sv_se.8859-1 for
Sweden to support standard Unix and MS Windows 8 bit character sets.

DB_LOCALE and CLIENT_LOCALE are for language characteristics of the
database that you create
