Performing a "Create Trigger" from PB at run time

I have a database which will periodically have a large number of inserts
done, the inserts being a result of processing data received on an
interface file.  I would like to drop the triggers on some of the tables
before the load begins and restore them after the load ends -- the drop and
load must be executed from a PowerBuilder script.  Can anyone offer a
suggestion on how to do this?

I'm running Adaptive Server running under NT utilizing PowerBuilder 5.0.

Anybody could tell-me how make a Trigger thats runs with Postgres
superuser permissons ?

Can be in PL/PGSQL or "C" language.
