Hello when I work off line I get a Dial Up message asking me if I want to
  | connect how do I turn this off? Via the control panel?

Hi,

Make sure you don't have any auto-connect options chosen:
IE5 tools, internet options, connections, dial up settings "always dial...."

OE5 tools, options, general "send and receive at startup" and "check for new messages..." and "if this computer is....."

Make sure there is not a short-cut to dun in your start folder.
Make sure this setting is not chosen:

IE5 tools, internet options, connections, settings, advanced "disconnect when connect......"

Go to Tools | Internet Options | Connections tab | Settings button and make
sure "Disconnect when connection ..." is checked.

If that doesn't help, try letting IE's dialer connect for you - in other
words, don't use DUN yourself to connect before launching IE.
