ORA-12545 - listener and/or tnsnames problem?

I've just set up 8.1.5 on HP-UX 11.0 and I'm getting
ORA-12545: Connect failed because target host or object does not exist.

I get this after a couple successful connections from the same remote
machine.  I've set
NAMES.MAX_OPEN_CONNECTIONS = 9

in network/admin/sqlnet.ora, but this error occurs after the 4th connection.
And old connections don't seem to go away.  I have to stop and re-start
listener to get connected again.  If anyone has any ideas, I'd appreciate
it.

ORA-12545: Connect failed because target host or object
does not exist

Cause: The address specified is not valid, or the program
being connected to does not exist.

Action: Ensure the ADDRESS parameters have been entered
correctly; the most likely incorrect parameter is the node
name. Ensure that the executable for the server exists
(perhaps "oracle" is missing.) If the protocol is TCP/IP,
edit the TNSNAMES.ORA file to change the host name to a
numeric IP address and try again.

Thanks, but the address is tnsnames.ora is already an IP address, not a
hostname.  And the connection works, for a while.  After one or two
sucessfull connections, I get the error.  Then I have to restart listener to
get back in.

I get the same message on NT 4.0 SP 6a, Oracle 8.1.5. But it looks as if
it depends on the time after the listener was started.

If you find a solution could you please write me?

1. ORA-12545 Oracle Listener dieing afterapprox 60 seconds on linux RH 7.1

I'm having a problem with my installation of Oracle 8.1.7 on RH 7.1.  It
seems that the listener dies after about one minute.  If I shutdown the
listener and restart it I can connect from my client machine fine, so long
as I do it within approximately 60 seconds, but after that the listener
hangs and I cannot make a connection and get an ORA-12545 error.

Does anyone know how to solve this?
