PL/SQL won't install on DEC Alpha

I've just finished an install of 7.3.4 on an old Digital AlphaStation 200
running Compaq Tru64 Unix 5.0. When I ran catalog.sql everything went fine,
but catproc.sql produced heaps of errors. I've traced this back to the fact
that PL/SQL v2. doesn't seem to be installed, even though I selected
it in orainst and didn't see any errors about it.

When I run sqlplus I get this output:

sqlplus phil/********

ORA-00900: invalid SQL statement

Error accessing package DBMS_APPLICATION_INFO

Oracle7 Server Release with the 64-bit option - Production


This output makes sense given that PL/SQL isn't installed. Is there anything
in any of the logfiles produced in $ORACLE_HOME/orainst that would give a
clue as to why PL/SQL isn't there?

1. Dec Alpha OSF V7.3.2 Install of SQL*NET V2

Hi chaps,
on installing V7.3.2 for Dec Alpha UNIX 4.0B
I find that the Listener for IPC connections will
not start up. (Connections from TCP/IP are fine).

I get the following errors

 TNS-12546  TNS permission denied
   TNS -12560 : TNS : protocol adapter error
      TNS- 00516 : permission denied
         DEC OSF/1  AXP Error 13 : permission denied

It looks like I have a permissions problem on
some operating system file or catalogue. Or
the o/s was not fully installed.

My listener.ora file is a copy of a well tried and
tested version from another system as is the tnsnames.ora file.

I have checked /tmp/.oracle and /var/tmp but all looks fine.

Any clues as to where i should be looking?
