I am trying to write a program on Delphi 2.0 and compile it to run on
Windows 3.1.
Is it work? If work, how to do?

Delphi 2.0 is only 32 bits - it ships with the last 16 bit version.  You
could only use features common to both version 1 and 2 if you wish to
maintain the same code base (i.e. you could not use form inheritance,
cached updates, local transactions, etc.).  Hope this helps.
