I would like to know weather we can specify the order in which to apply the

It is based on the order in which you add the articles.

This is incorrect, at least fo merge replication.
Order of snapshot is calculated when snapshot agent run based on the
information in sysdepends table.
There are, however, some troubles with sysdepends in SQL2K see  here:

You can manually alter snapshot order by updating values of the field
schemaversion in the sysmergeschemachange table after the snapshot was
generated.

IMPORTANT: This method isn't supported by MS, so use it at your own risk.
