Error 18456: Login failed for user distributor_admin

I constantly get the "login failed for user
distributor_admin" message when trying to set up
transactional (or any other) replication from one SQL 7 to
another. It occurs already when trying to set up the
distributor.
I have tried to use a trusted connection and also tried to
use the sa account.
The weird thing is that I can do it on a test system in
the house, but not on the system that is supposed to run
it. Could it be because I have tried it once and it
failed, and I now need to reinstall the SQL server, or is
there a logical explanation for this?

As I stated in the previous message I have already tried
to establish a trusted connection between the distributor
and the publisher (in fact it is the same machine) and I
have tried to use the sa account. Neither seems to work.

What account is SQL Server and the agent running under?  
Is it the same on both machines?  Is the password the
same?  Can ping each machine by both name and IP from each
other?  Can you map an admin share on each machine from
each other logged in under the account running SQL Server?

1. Error 18456: Login failed for user

I have set up a Windows NT Group and assigned user accounts to it. I
have then granted login rights to this group and assigned it to a
database. However, whenever I logon as a user who is a member of this
group, I am unable to login to SQL server. My normal login works fine,
but then I am a member of Administrators.

Any ideas?
