In SQL Server 7.0 is there a way to search the password
length of a user to confirm it is greater or less then a
certain length?

Password policies (min length, reuse, etc) are enforced at the OS level with
Windows authentication.  AFAIK, one cannot specify password restrictions
with SQL Server authentication.

Scott,
         To add to what Dan mentioned, unless you want to provide your own
front end to add a SQL Server login  where you can scrutinize the username &
password provided before creating the login using sp_addlogin
