The database users gets moved over with the restore.
But the logins wont because their information is stored in master database
since it is something server level.You may have to restore master database
too in that case..

May be it works for SQL7.0 to SQL7.0 too.

You might also be able to use the stored procedure sp_change_users_login.
Read up on it within Books Online.

  I periodically wish to restore my production database to my development
database. I can move all of the data, but I'm not sure how I can move the
