That kind of error message is generally an Enterprise manager error. SP3
patched enterprise manager and replaced some .dlls in the binn directory,
so perhaps a new problem was introduced. If you can't get it to work, try
installing SEM on another machine (just install the client utils) and DON'T
patch it with SP3. If that works, please re-post so I can escalate this
issue to MS.
