Very Computer

My SQL Server is using Per Server Licensing instead of Per Seat.  I have
restarted the server but it still wants to use per server.
Any Suggestion?
The server was installed as Per Server and was changed to Per Seat.

I know that you can only make the change one time.  Was it already changed
once?

It Might have been changed but I don't know for sure.
It started to suddenly use the licenses in the per seat mode (after 10 days)
but it is taking too many connections now.  It is taking up connections for
users and one for each different sql database for each different
workstation.  Need to investigate more.
