Unable to connect to local SQL Server from Query Analyzer

I have SQL Server desktop engine running on .NET Server, it was
installed by the O/S when installing UDDI.

I can not now connect to it with Query Analyzer as sa user due to odbc
error:
[Microsoft][ODBC SQL Server Driver][DBNETLIB]SQL Server does not exist
or access denied.

My SQL Server instance is called \\[machinename]\UDDI.
The dbnetlib.dll exists in system32.
I can connect to the db from another machine.
Authentication mode is set to 'SQL Server and Windows'.
registry contains dbnetlib entry.
