Is this 'FLAT file' backup comprised of ASCII values? In
SQL 6.5 you can use BCP in for ascii files. See details about
BCP and its associated arguments in SQL Server Books Online.

... or if these files are the database files (not backup file), you have to struggle with DISK
REINIT and DISK REFIT.

1. restoring sql server 6.5 databases without backup device files

DISK REINIT is useful for database devices, not for backup devices. If
you've lost the backup device, you can either:

1) create  a new one with the same physical path

or

2) don't use a backup device. SQL Server lets you load a backup directly
from a file:

LOAD DATABASE mydb from disk = 'C:\MSSQL\BACKUP\customer.dat'

Please make sure you read the online docs to make sure you fully understand
the difference between databases and devices.
