Write Conflict (3197) ODBC to SQL Server 7.0

I get a write conflict (error 3197) every time I try to update a record
in VB.  The application uses a DSN to open a table on SQL server 7.0.
If we replace SQLSVR32.DLL with the DLL from 6.5 we can edit but not use
Enterprise Manager.  Is there some option combination that will solve
this?  We also get the same problems from Access 97.  Append works, but
editing doesn't.  Any hints would be appreciated.
