Configuring security for DTS packages

Configuring security for DTS packages

My problem is quite simple,

    is there a way to manage security concerning DTS Packages on SQL 7.0.
What I mean is that any user who has a login can create DTS Packages and
schedule them... I would like to be able to give the right to create DTS
packages or something like that.

I'd like to give Enterprise manager to some of our developpers so that they
would be able to take advantage of the new DTS option, but I don't want to
give it to all of our developpers...

I saw also that it's possible to create and schedule DTS packages through VB
or C++ (APIs).

Ideas anyone...
