When the printer is turned on...9 beeps and both the power light and error
light flashes. Canon's interactive support explains this to be "Head
Temperature Error". Would replacing the carriage instead of the cartridges
fix the problem. Just wondering prior to spending money.

You mean the BJ Cartridge ie BC-21 , this would be yes
the Carriage is what the BC-20/21 BJ Cartridge(printhead) sits in
