please check my static NAT config

I want to configure for ip nat outside source static.  I have:
Internet --> 209.101.174.185 (telco router) --> 209.101.174.186 (NAT
router) --> 192.100.10.1

The 192.100.10.1 is inside the LAN.  The NAT router also has a NAT pool of
209.101.174.189 & 209.101.174.190.

When packets from the outside are routed to 209.101.174.186, I want it
translated to 192.100.10.1.  Which should be:

ip nat inside source static 192.100.10.1 209.101.174.190 netmask
255.255.255.252

that is what I currently have in the router.  There is no access list
configured. It reads this line:
no access-list 1
access-list 1 permit 192.100.10.0 0.0.0.255

What else might I be missing?  Nothing happens when telneting to the LAN
machine.
