The router is attempting to boot from its boot-rom image (9.1 revision)
which does not recognize the 10.3 commands in its NVRAM configuration.
It fails and retries with your flash loaded image (10.3.18)

I suspect that either the config-register is set to boot from rom, or
the router's configuration has the command "boot system rom" followed by
"boot system flash"  reverse these two commands and/or set your
config-reg to 0x2102 to attempt to boot from flash first.

The config-register is 0x2102.
Actually, this problem happen when I replace the old flash with the new one.
