I would also suggest looking in the system setup for your computer. My
AST lets tell it to try booting the hard drive before the others. And
since I get into this before DOS starts, and can switch it around if I
need to boot from the floppy.

You could try the FDFORMAT free util.  This lets you format your floppies
at different formats as you wish, and it has the feature you are asking
for.  The lastest version is 1.8 I think, available by CICA or Simtel.

There is also a utility called Boot B which makes the disk in drive A:
tell you computer to boot off of drive B: instead and if there is no
disk in drive B: it will boot off the hard drive.

This not only boots from C, it can display an ansi style color screen
on a disk that does NOT contain any operating system. The assembler source
code is there, too. - jt

1. "1701" at boot time and non-recognition of HD = HD death?

Hello.  My Miniscribe MFM HD on my XT worked fine for 2 years, and
now, in the midst of a quest for a faulty memory chip, in the course
of which many chip swaps were preformed -- but not on any HD components,
the system gives me a "1701" at boot time and 2 beeps, and refuses
to acknowledge the existence of the HD even to the extent of performing
a low level format with debug.

So, is this a sign of HD death?  Or did maybe teeny tiny currents
caused by the removal of a single memory chip from a periheral card
too soon after powering down zap one of those nasty looking chips on
the controller card?  Or what?  Any advice, or experience by email welcome.
