MRTG Win 2003 Server Installation Fails

First question: Where is the FAQ for installing MRTG on Windows 2003
Server?

Second question:  Why doesn't output redirection to a file work in
Windows 2003 Server to save me a lot of typing?

Third question:  Having verified my community name is "public" and the
IP address is accurate, why am I getting the following error message?

My guess, are you running Activestate Perl 5.8xxx instead of 5.6 xxx ?

There seems to be problems with that one !
