Cute.  No clue how you got that mess.  
However, the correct incantation is:

   PERL  C:\MRTG-2.9.0PRE27\RUN\MRTG  C:\MRTG-2.9.0PRE27\RUN\MRTG.CFG

You need the full script and config file names.

Now i get this error message:

Not to worry.  Run that sacred incantation of:
 perl c:\mrtg-2.9.0pre27\run\mrtg c:\mrtg-2.9.0pre27\run\mrtg.cfg
three times from the command line.  The error messages will disappear.
It's complaining about not finding an "old" logfile, that it hasn't
bothered to first create.

1. MRTG: "rateup could't read logfiles

the backup logfile was invalid as well
rateup error: unknown option ^Z"

this is the output i get trying to get mrtg running on my three
comuter home network for testing purposes.

snmp services are enabled and tested with "uptime.pl" (from the
win95 instructions from
http://www.cruzio.com/~jeffl/mrtg/docs/w95mrtg.htm ), localhost is
present and a ping works nicely.

then the "cfgmaker" runs nicely, too, and writes a proper mrtg.cfg.
i run it with perl ~mrtg ~mrtg.cfg and it does write the web pages
nicely, but there are no mrtg graphics on it, and i get the above
mentioned eror message and warnings.

does anybody have a clue?

the complete error message does also include this:
"PROBLEM: rateup died from signal 0 with exit value 1 when doing
router '127.0.0.1', code was 256."
